2018-17 - Business Systems Program – Increase to plant export ER and EXDOC system validation

Purpose

The purpose of this Industry Advice Notice (IAN) is to advise plant export Electronic Data Interface (EDI) users, exporters and registered establishments of an upcoming change to system validation.

Summary of changes and key points

  • The system validation will check that the registered establishment listed in the Request for Permit (RFP) has the registered operation code required for an inspection of the product listed in the RFP.
  • If the registered establishment listed in the RFP does not have the registered operation code required for an inspection of the product listed in the RFP, the below error message will appear and the RFP will not progress.

Estab Nbr: (Estab Type: INSPECTION) is not registered to perform any of the optional domestic operations

  • The update will take effect on 4 June 2018.
  • Plant export registered establishments that were updated as per IAN 2018-13 will receive an updated certificate of registration.

Background

As part of the initiative to increase validation between departmental IT systems, the Plant Export Operations Branch is increasing validation between Establishment Register (ER) and Export Documentation System (EXDOC) for plants and plant products.

The Reference: Registered operation and function codes for plant export registered establishments outlines what registered operation and function codes apply to plant export registered establishments.

Exporter responsibilities

  • Ensure the establishment inspecting your products has the registered operation code required for an inspection of your product, as per current policy.

Registered establishment responsibilities

  • Ensure the establishment has all registered operation codes required for the products being inspected at the establishment.
  • If a registered operation needs to be added to an establishment, please contact Audit Services Group to have this updated prior to 1 June 2018.

Note: adding a registered operation may require an on-site audit.

EDI user responsibilities

  • Familiarise yourself with the error message that will now appear if the establishment listed in the RFP does not have the registered operation code required for an inspection of the product listed in the RFP.
  • If received, notify the exporter of the error advising that the establishment listed in the RFP does not have the registered operation code required for an inspection of the product listed in the RFP.
