Purpose
This Industry Advice Notice (IAN) is to notify industry that a final 2021–22 horticulture exports cost recovery implementation statement (CRIS) has been published on the Department of Agriculture, Water and the Environment’s website.
Key points
- The Minister for Agriculture, Drought and Emergency Management (the Minister), has approved the 2021–22 CRIS for the horticulture exports arrangement.
- New 2021–22 fees and charges will commence on 1 July 2021.
- The CRIS outlines a proportionate increase to fees and charges based on the existing pricing structure.
- It is Australian Government policy to recover the cost of delivering export regulatory services. Under the Australian Government Charging Framework, we must regularly document changes to regulatory charging activities through a CRIS.
Next steps
- We will continue to regularly engage and work closely with stakeholders on the ongoing streamlining of cost recovery arrangements for export certification.
- We will undertake annual CRIS updates, which will ensure expenses and revenue are aligned and to pass on efficiencies from reforms and government investments as quickly as possible.
- The annual review of the CRIS will start in October 2021. This will include consideration of alternative charging structures outlined in the discussion paper released for public consultation alongside the 2021–22 proposed CRIS.
Background
- Regulatory fees and charges for the exporter sector have not increased in a long time, and most export programs have been under recovering.
- In the 2020–21 Budget, the Government provided $71.1 million to the More Efficient and Sustainable Export Regulation measure under the Busting Congestion for Agricultural Exporters package to support a stepped increase to full cost recovery by 2023–24. A staged return to full cost-recovery will ease the impact for agriculture and food exporters.
- The proposed 2021–22 CRIS were released for public consultation between 14 May and 10 June 2021. Twelve submissions on the horticulture exports arrangement were received via the Have Your Say (HYS) platform during the consultation period. Submissions received have been published at the HYS page.
- We have provided feedback received from industry and stakeholders to the Minister and the Minister has considered this feedback in making his decision on final 2021–22 CRIS.
