Biosecurity Emergency Management – Interstate Deployment Arrangements for Biosecurity Responses

The Interstate Deployment Arrangements for Biosecurity Responses (the Arrangements) provide national guidance for coordinating the deployment of Australian jurisdictional staff for biosecurity incidents.

In establishing and sustaining an emergency response to a biosecurity incident, a jurisdiction will often experience substantial demand on their available human resources. These Arrangements can assist a responding jurisdiction to request interstate assistance when there is a shortage of experienced response personnel, when local staff become fatigued or when technical specialists are required. Interstate personnel could be deployed to a State Coordination Centre (SCC), a Local Control Centre (LCC) or to undertake other technical functions.

In the case of a biosecurity incident response, the Arrangements may be activated by National Biosecurity Committee and/or National Management Group members. The Arrangements have been developed for use by all Australian agricultural agencies who may coordinate a response, deployment, or deploy interstate for biosecurity responses.

The Arrangements are not mandatory, however, they describe a nationally agreed approach that is aligned with other practised deployment arrangements and based on practical experience and lessons learnt.

The National Biosecurity Committee encourages all Australian agricultural agencies to adopt the Arrangements and to establish consistent processes, including the nomination of a jurisdictional deployment coordinator.
