2017-35 - Horticulture Exports Program – New instructional material for horticulture inspections

Purpose

The purpose of this Industry Advice Notice (IAN) is to inform industry, Authorised Officers (AOs), Plant Export Assessors (PEAs) and the Service Delivery Division of updates to the horticulture components of the Plant Export Operations Manual (PEOM).

Summary of changes and key points

  • New instructional material for the export inspection of horticulture is now available. See attachment 1 for a list of both the new and the rescinded documents in the PEOM.  
  • Changes affect horticulture Registered Establishments, AOs, PEAs, exporters and the Department of Agriculture and Water Resources’ inspection, audit and assessment services. 
  • For a summary of the changes see the factsheets released with IAN 2017-34.

Implementation dates

Inspection: Industry and AOs must ensure compliance with the new instructional material from 16 October 2017.

Certification: Export documentation will be assessed against the new instructional material for consignments inspected from 16 October 2017.

AO training: AO candidates will be trained against the new material from 1 October 2017.

AO assessments: AO candidates will be assessed against the new material from 16 October 2017.

AO audits: AOs will be audited against the new material for consignments inspected from 16 October 2017.

AO job functions: From 16 October 2017, the HOR3003 - Export inspection of nursery stock, flowers and foliage will be merged into HOR3002 - Export inspection of fruit and vegetables and retitled HOR3002 - Export inspection of horticulture products.  All existing AOs will have their appointments amended to reflect the new job functions upon reappointment.

Important: All clients and AOs can begin to use the new material from today however it is not compulsory until the implementation dates listed above.

Exporter and Registered Establishment responsibilities

Exporters and Registered Establishments must meet the requirements in the new guideline from the date of implementation.

Authorised Officer responsibilities

AOs must comply with the new guideline and work instructions from the date of implementation.

All AOs currently appointed with either the HOR3002 - Export inspection of fruit and vegetables or the HOR3003 - Export inspection of nursery stock, flowers and foliage job functions will be:

  • enrolled into the revised eLearning program and can choose to complete it immediately or wait for their next reappointment to complete it.
    • From 1 October 2017, completion of the revised eLearning program will be a mandatory reappointment requirement.
    • Those AOs with appointments expiring from 1-16 October 2017 have already been contacted to ensure that their reappointment requirements can be met.
  • able to request revised facilitated training covering the new instructional material by completing and returning the training request form at attachment 2. This training will be group based and delivered by a Plant Export Assessor.

The following new instructional material is available on the PEO​M:

  • Work instruction: Inspecting horticulture for export using in-line sampling

  • Work instruction: Sampling & inspection for export cert of completed consignments & lots (FF&V)
  • Work instruction: Sampling and inspection for export certification of dried fruit
  • Work instruction: Inspection of protocol fruit and vegetables for export
  • Work instruction: Sampling & inspection for export cert of nursery stock, cut flowers & cut foliage
