China Import Food Enterprise Registration (CIFER) system

 

The CIFER system is administered by the General Administration of Customs of China (GACC) in China.

All Australian manufacturers, processors and cold storage establishments are responsible for ensuring their details in the CIFER system are correct and that approved products are up-to-date and accurate.

Export registration with China

 

China now requires Australian businesses to register their establishments and food products in the China Import Food Enterprise Registration (CIFER) system before exporting food products to China. These rules apply to all Australian:

  • manufacturers
  • processors
  • cold storage facilities.

Food exporters who do not manufacture, further process or store products are not required to register in the CIFER system. However, if they choose to export a product to China, they must source it from an establishment registered in CIFER.

Who does this notice affect?

All vessel owners, operators, masters, shipping agents, defence forces and maritime industry personnel who represent and/or interact with international commercial and military vessels, excluding cruise vessels for the purposes of Australian biosecurity clearance.

What has changed?

The Biosecurity Act provides for biosecurity measures to be put in place in relation to conveyances and goods under biosecurity control if the level of biosecurity risk associated with the goods or conveyance is unacceptable.

157-2022: Biosecurity priorities and impact for cargo clearance delays

Who does this notice affect?

All customs brokers, importers, biosecurity industry participants, and food importers who have premises that departmental officers may attend (for inspections, surveillance, or other purposes). 

What has changed?

Earlier this year, the department advised of delays in assessment, booking and inspection services in Victoria and New South Wales, largely due to a changing biosecurity risk profile and higher overall cargo volumes (11.7 per cent higher in FY 2021/22).

Who does this notice affect?

This notice is for all airlines, freight forwarders, pet transport companies and importers of cats and dogs to Australia.

What has changed?

Companion animal services will remain fully operational until COB Friday, 24 December 2022 and will re-open at the commencement of business on Tuesday 3rd January 2023.
