Biosecurity Cost Recovery Implementation Statement 2024–2025
In 2023, in conjunction with the implementation of new charges, the department committed to an annual review of regulatory charges and made changes to legislation to include indexation.
In 2024, the department will embed the annual review and apply indexation to regulatory fees and charges. All legislated regulatory charges that are subject to an indexation provision will increase by 4.1% on 1 July 2024.
Indexation of legislated rates does not require changes to legislation, new rates for 2024-25 are the calculated replacement amounts described in the 2024-25 Biosecurity CRIS and pricing tables.

Cost recovery implementation statement 2024-25: low-value goods imported under a Self-Assessed Clearance declaration
This cost recovery implementation statement (CRIS) provides information about how the Self-Assessed Clearance (SAC) cost recovery charge is implemented by the Department of Agriculture, Fisheries and Forestry.
More information about the SAC charge can be found here.
This CRIS should be read in conjunction with the Biosecurity CRIS 2024–2025. This CRIS will be incorporated into the Biosecurity CRIS from 2025-26 onwards.

Previous CRIS
The 2023-24 Biosecurity Cost Recovery Implementation Statement sets out the changes to existing regulatory charging, and the fees and charges that applied in 2023-24. This was the first comprehensive review since 2015, the outcome resulted in changes to the structure of some charges, all regulatory charges, needed to align the cost to deliver our regulatory activities to prices.
