Grain Storage Assets and Management Standard (GSAMS) Scheme for grain exports

The Department of Agriculture, Fisheries and Forestry regulates the export of grain from Australia under the Export Control Act 2020. This regulation ensures that Australian grain meets importing country requirements.

Grain Trade Australia (GTA) manages the Australian Grain Industry Code of Practice. This code of practice ensures grain meets customer requirements.

We have worked with GTA to develop the Grain Storage Assets and Management Standard (GSAMS). The GSAMS incorporates both departmental export regulatory requirements and GTA code of practice customer requirements. It will provide benefits to industry and the department. It will also provide confidence in the quality and phytosanitary status of Australian grain. 

Alongside GTA, we are implementing the Grain Storage Assets and Management Standard Scheme (GSAMS Scheme). This scheme will provide assurance that grain is compliant with the Export Control Act 2020.

Participation in the GSAMS Scheme is voluntary for domestic and export businesses.

Registered Establishments (REs) approved under the GSAMS Scheme will meet export requirements using alternative assurance methods that achieve equivalent regulatory outcomes and reduce regulatory burden.

Regulatory assurance methods will not change for REs not approved under the GSAMS Scheme.

We will maintain appropriate oversight to ensure compliance with trading partner requirements.

The GSAMS can be adopted by domestic and export businesses. However, REs wanting to operate under the GSAMS Scheme need to apply and be approved.

To join the GSAMS Scheme, REs must undertake GTA training, apply, pass an independent audit and maintain documented systems that satisfy all elements of the GSAMS.

Below is an overview of how to apply for the GSAMS Scheme. Applications for the GSAMS Scheme are managed by GTA.

  1. Undertake mandatory GSAMS training facilitated by GTA.
  2. Obtain an application form from the GTA website.
  3. Submit a completed GSAMS Application Form, along with the documents specified by GTA on the application form.
  4. Applications will be assessed by GTA to establish suitability to participate in the GSAMS Scheme. This assessment is an initial desktop assessment.

Key information required for the GTA assessment include:

  • evidence of a documented quality system
  • internal/external audit records
  • key business contact details
  • area of operation
  • RE status and export registration number issued by the department
  • grain sourcing scenario
  • key staff and level of training. 

Applications that meet the requirements of the initial desktop assessment will be approved under the GSAMS Scheme.

Applicants will be subject to an onsite GSAMS audit within 12 months of approval. This 12 month period is reduced to 6 months if the applicant has not had a departmental audit within 6 months of application.

REs approved under the GSAMS Scheme will have more flexibility in training Authorised Officers (AOs) and GTA will manage ongoing audits of these establishments.

Authorised Officer Training

For new AOs working for a business that is signed up to the GSAMS Scheme, businesses will be able to arrange face-to-face training from the department or arrange their own industry-based face-to-face training.

AOs receiving industry-based face-to-face training may be eligible to have their training fee waived.

All new AOs will need to complete the mandatory eLearning facilitated by the department and pass a face-to-face competency assessment.

We will also continue to audit the performance of AOs on a regular basis.

Registered Establishment Auditing

GTA will conduct regular GSAMS audits of REs operating under the GSAMS Scheme.

We will no longer conduct scheduled audits of the REs that operate under the GSAMS Scheme. However, we will maintain oversight through robust verification processes and reserve the right to conduct audits of REs at our discretion.

Benefits of the GSAMS Scheme include:

  • less time taken for people to be appointed as an AOs
  • industry can deliver face to face training of AOs
  • less departmental presence at REs
  • greater compliance with industry code of practice and technical guidelines.

The GSAMS Scheme Framework details the requirements and rules for obtaining and maintaining approval under the scheme.

It is intended for use by occupiers of REs, AOs, departmental staff and industry.
