Biosecurity cost recovery implementation statements

Changes to fees and charges for biosecurity and imported food regulatory activity

In 2026 the department will apply Indexation to most cost recovery charges for biosecurity and imported food regulatory activities in accordance with legislative provision introduced in 2023. Most cost recovery charges will increase by 3.8%.

Further information on the new rates is provided in the tables provided in 2026-27 fees and charges.

New rates will commence 1 July 2026.

We are also proposing to make changes to biosecurity charging legislation to improve existing cost recovery arrangements. Proposed changes include:

  • cost recovery charges for companion animals increase, above indexation rate
  • introduction of new cost recovery charges for imported live garden snails housed at the Post Entry Quarantine facility
  • amendments to legislation to improve existing cost recovery arrangements, revising provisions for avian imports and removing redundant provisions for horse husbandry and outside ordinary hours permit assessment fees.

Subject to decision of government these changes will commence 1 July 2026.

Improvements to cost recovery for our regulatory diagnostic services are proposed to be introduced through a phased approach across 2026-27:

  • Phase 1 (from 1 July 2026): Introduction of new charges for diagnostic activities associated with international vessels.
  • Phase 2 (from 1 November 2026): Revised fee structure and fixed fees for most diagnostic activities undertaken for imported cargo.

Biosecurity cost recovery implementation statements

In 2025, the department will apply indexation to biosecurity and imported food regulatory charges. All legislated regulatory charges that are subject to an indexation provision will increase by 2.4% on 1 July 2025.

Indexation does not require changes to legislation, new rates for 2025-26 are the calculated replacement amounts described in the 2025-26 Biosecurity Cost Recovery Implementation statement (CRIS) and pricing tables.

On 1 July 2025 a new one off charge that applies to approved arrangement and food import compliance agreement holders will commence. Further information on the new charge is provided in the 2025-26 Biosecurity CRIS.

Previous CRIS

In 2023, in conjunction with the implementation of new charges, the department committed to an annual review of regulatory charges and made changes to legislation to include indexation.

In 2024, the department will embed the annual review and apply indexation to regulatory fees and charges. All legislated regulatory charges that are subject to an indexation provision will increase by 4.1% on 1 July 2024. 

Indexation of legislated rates does not require changes to legislation, new rates for 2024-25 are the calculated replacement amounts described in the 2024-25 Biosecurity CRIS and pricing tables.

Cost recovery implementation statement 2024-25: low-value goods imported under a Self-Assessed Clearance declaration

This cost recovery implementation statement (CRIS) provides information about how the Self-Assessed Clearance (SAC) cost recovery charge is implemented by the Department of Agriculture, Fisheries and Forestry.

See further information about the SAC charge.

This CRIS should be read in conjunction with the Biosecurity CRIS 2024–2025. This CRIS will be incorporated into the Biosecurity CRIS from 2025-26 onwards.

The 2023-24 Biosecurity Cost Recovery Implementation Statement sets out the changes to existing regulatory charging, and the fees and charges that applied in 2023-24. This was the first comprehensive review since 2015, the outcome resulted in changes to the structure of some charges, all regulatory charges, needed to align the cost to deliver our regulatory activities to prices.
