Aircraft disinsection procedures for flights into Australia and New Zealand

The Department of Agriculture, Fisheries and Forestry (the department) in cooperation with the Ministry for Primary Industries (MPI) New Zealand have prepared the Schedule of Aircraft Disinsection Procedures for Flights into Australia and New Zealand V5.3 (the Schedule) for the regulation of disinsection arrangements of aircraft flying into Australia and New Zealand.

The department and MPI work in partnership and honour each other's disinsection agreements, and with any other undertakings as required.

Schedule of aircraft disinsection procedures for flights into Australia and New Zealand

This schedule provides guidance to airline’s to develop detailed cabin and hold disinsection procedures to protect Australia and New Zealand from the introduction of:

  • potential disease vectors to help prevent the spread of pathogens borne by mosquitoes and other vectors, and
  • agricultural pests or other insects that may be considered as threats.

This Schedule gives effect to the approved aircraft disinsection methods and procedures for flights arriving into Australia and New Zealand through:

  • adoption of the WHO aircraft disinsection methods and procedures, 2nd ed as the base standard
  • Identifying additional requirements for Australia and New Zealand, including:
    • Points of difference for hold treatments
    • Use of the Aircraft Disinsection Information (ADI) application
    • Use of prescribed disinsection certificates
    • Other information relevant to biosecurity controls, measures and compliance standards for Australia and New Zealand.

The Schedule must be read in conjunction with the WHO aircraft disinsection methods and procedures, 2nd ed  as the standard for Australia and New Zealand. Any specific information contained in this Schedule is to be taken to override the WHO aircraft disinsection methods and procedures, 2nd ed for aircraft operators to comply with disinsection requirements.

WHO aircraft disinsection methods and procedures

Please refer to the WHO aircraft disinsection methods and procedures, 2nd ed for disinsection requirements including the amounts of residual or aerosol spray required for each aircraft type.

If an aircraft is not listed, use the WHO calculators (available for both aerosol and residual spray amounts). Refer to the WHO aircraft disinsection methods and procedures, 2nd ed  for more information including how to access and use the calculators.

Disinsection Procedures and Videos

The department and MPI have developed a series of videos to demonstrate to airlines and disinsection applicators the different types of disinsection methods and how they must be applied.

These videos cover the range of current aircraft disinsection treatment methods for aircraft arriving in Australia and New Zealand.

Failure to apply the treatments correctly can result in aircraft having to be retreated.

Airlines and aircraft operators are encouraged to promote the use of these videos to relevant cabin crew, ground staff or contracted service providers with responsibility for application of disinsection treatments.

This video demonstrates the Residual method for both the cabin and hold (cargo areas) of an aircraft.

Pre-departure disinsection for Cabin and Hold

The procedure for Pre-departure cargo hold disinsection treatment is demonstrated in the Pre-embarkation disinsection video.

Videos are not yet available for the Pre-departure cabin disinsection treatment.

For single sector flights, pre-departure treatment must be carried out at the departing port before departing to Australia or New Zealand.

For multi-sector flights, pre-departure treatment must be carried out at the last overseas port before departure to Australia or New Zealand.
