The Guide to agricultural levy proposals gives step-by-step information to help agriculture, fisheries and forestry industries to establish and change industry levies by making a levy proposal.

Levy proposals need to address the Australian Government’s ‘General principles applying to proposals for new and amended primary industries levies and charges’ (the levy principles).

We also use the levy principles to assess and advise the Minister on the strengths of a levy proposal. The Minister decides whether to progress a levy proposal into law.

Steps in the levy proposal process

The following diagram represents the key steps in the process of establishing or changing a levy. Read the Guide for more detail and advice on each step.
